Organization

The United Methodist Children’s Home - An Exciting and Important Ministry

The United Methodist Children’s Home is a safe haven for children, youth and their families, and we have been since the founding of the organization in 1871. Our stable, resilient organization has a strong foundation and legacy as a steadfast source of hope and healing to those whom we serve.

We provide a loving and safe home for abused and neglected children in the state foster care system. Our service offerings include Foster Care and Adoption for children of all ages, Independent and Transitional Living for older youth, and Higher Education assistance.

We also work to prevent abuse and strengthen families and believe that the best way to provide a safe and loving home for a child is to help create that same safe and loving experience in his or her own family. Our family preservation services – Family Counseling, Parenting Classes, Financial Aid and residential Family Housing – help families stay together and become stronger. Whether through adoption, reunification, staying together or standing independently, we help our children, teens and families find their permanent home.

History:

The United Methodist Children’s Home has a rich history of serving children and families in our area. The Home was originally established in 1871 to care for children orphaned during the Civil War. Originally called the Methodist Orphans’ Home and located in Norcross, the Home moved in 1873 to our present location in Decatur. By the early 1930s, the Home was serving large numbers of children who could not be termed “orphans”; therefore, in 1934 the trustees approved changing the name to Methodist Children’s Home. Elementary students continued in the on-campus school until about 1950, when they were absorbed into the DeKalb County system.

In 1977, the United Methodist Children’s Home opened the first district office in Augusta to better serve children and families throughout north Georgia. The district office in Dalton opened in 1984, the office in Rome opened in 1996, and the office in Gainesville opened in 2006. Over the years, the Children’s Home began offering additional programs and services to children, teens and families.

In 2010, the United Methodist Children’s Home made significant changes to the program offerings, including the Family Housing program on our campus. We also serve increasing numbers of older youth in our Independent Living and Transitional Living programs, and children and youth of all ages in Foster Care.

Today, we are again in the midst of exciting organizational change! UMCH is working to build increased awareness in the community for our programs and services and to increase funding designed to help us strengthen existing programs and services and provide new offerings to serve even more children and families in our area.

Position Summary

Reporting to the Vice President of Programs, the Director ILP/TLP (Independent Living Programs/Transitional Living Programs) is responsible for the overall operation of the on-campus independent living program, and the community-based transitional living program. The purpose of this position is to facilitate the growth of young adults which will lead toward a higher level of independence upon their exit from these programs.

The Director ILP/TLP works with the executive team to help set the direction and help design, develop and guide the strategy for all independent and transitional living programs to consistently fulfill the United Methodist Children's Home's (UMCH) mission. This individual will be a creative, innovative, strategic thinker and results-driven leader. Strong programs strategy, design, implementation and execution experience in the areas of independent and transitional living programs, as well as child welfare practices, emergency shelters and foster care programs to help us create, design, implement, build, develop and grow foster care programs combined with strong passion for the vision, mission and goals of the United Methodist Children's Home (UMCH) are critical to success in this role.

Key responsibilities include and working with executive leaders to develop comprehensive programs strategy, hiring and managing programs staff and developing and implementing results-driven independent and transitional living programs that align with overall UMCH organizational goals and objectives. The Director ILP/TLP will also partner cross-functionally with other UMCH staff and provide leadership in developing and implementing all programs.

Location: This is a full-time opportunity working onsite in the offices at the UMCH headquarters in Decatur, Georgia.

Travel: Minimal – less than 10%

Relocation: Relocation assistance is available for this opportunity for selected candidate living outside the metro Atlanta Georgia area.

Duties and Responsibilities

Independent and Transitional Programs Strategy, Development and Execution

· Oversee programs and services provided to youth and young adults that enhance growth in the areas of their physical, mental, social, educational, vocational and spiritual needs. Provide services in a manner that upholds the integrity of the program and its operational procedures.

· Provide sound managerial technique to insure an effective service delivery system.

· Lead essential meetings that monitor accountability and effectiveness of programs.

· Work closely with and coordinate staff that render services directly to the youth, including but not limited to Religious Life, Education, Recreation and Activities, and Volunteer Services.

· Provide regular supervision, and help coordinate training to employees in service area.

· Evaluate programs and staff according to the agency’s standards of performance.

· Oversee the screening, assessment, placement planning, and transitioning services of youth in both programs, ensuring that staff follows the UMCH and COA (Council On Accreditation) standards governing each.

· Oversee the financial system, including billing and collections from public or private custodians.

· Monitor UMCH’s record keeping system, including young adults’ records; accountability for utilization reviews, OPM (Office of Provider Management) standards, and COA accreditation inspections; meeting deadlines for all internal reports; and ability to work within the agency’s technical software system

· Maintain on-going participation in UMCH’s quality assurance program, representing the ILP and TLP services on the QA (Quality Assurance) committees.

· Coordinate preparation of the COA review for service areas every four years and more often, if needed.

· Oversee periodic updating of the ILP and TLP operations manual.

· Develop strong working knowledge of UMCH philosophies, policies and procedures in order to implement them consistently throughout the programs service areas.

· Maintain a system of data collection that reflects the effectiveness of the service delivery. This data will be used for decisions point around replication or discontinuation of ineffective efforts.

· Manage the UMCH programs and services budget.

· Represent the agency via speaking engagements and build effective relationships and contacts with others in the community to foster positive interactions with all UMCH constituents.

· Provide reports and updates on an ongoing basis concerning the status and function of all areas of programming to the VP of Programs.

Other Functions

· Perform other duties and ad hoc assignments as may be assigned by the VP Programs or the Executive Team

Qualifications

· Master’s degree from an accredited college or university in the area of human services, social work, non-profit management or behavioral health; or Master of Business Administration (MBA).

· Minimum five (5) years leadership experience in a state of Georgia-regulated child welfare program, with at least with at least (3) years leading a residential living program, and with an organization in good standing with the OPM and RCC. Additional child welfare program leadership experience in foster care, in-home preservation services or behavioral health, or community development is preferred.

Proven ability, experience and success in implementing creative, innovative approaches and directing, managing and measuring child and youth programs and services areas for a non-profit with positive results.

· Experience and ability to effectively communicate complex ideas and influence key leadership as well as interface with all other constituents, stakeholders, volunteers, partners and donors.

Proven experience setting performance objectives and metrics for programs and services areas and evaluating progress toward goals by reviewing monthly and annual reporting; monitoring and providing periodic progress reports to VP Programs and senior leadership.

· Strong experience and ability in effectively and positively leading, managing and influencing staff, youth and other employees.

· Prior experience efficiently and effectively managing a departmental budget.

· Ability and willingness to work on a full-time, on-call basis with the understanding that the position will involve occasional evening or weekend hours.

· Ability and willingness to support the agency’s mission statement, organizational values and beliefs, and its quality assurance plan.

· Comfortable with change; flexible nature with the ability to make rapid changes as needed.

· Ability to make decisions and exercise good judgment in a challenging and changing environment with ability to anticipate future needs.

· Ability to interact with, influence and engage key leadership, staff, peers and volunteers; comfort in proactively cultivating, developing and building strong relationships across all functions and at all levels

· Excellent written, oral, interpersonal and presentation communications skills with the experience and ability to lead meetings and conduct training

· Detail oriented with strong organizational skills.

Computer skills:

· Microsoft Office – basic proficiency and experience working with Outlook, Word, PowerPoint and Excel.
