Oracle IDM with PeopleSoft Integration

I currently have an urgent need for an Oracle IDM + PeopleSoft Integration Consultant for a gig which lasts till the end of this year.
Primarily I am looking for someone who take care of the user management, password management etc.
Responsibilities:
• Integration to PeopleSoft
• Rules based options (Can rules be automated based on assignment to roles)
• Assigning multiple roles for SSO in IDM
• User provisioning
• Prevention of duplicate accounts and or approval process
