Mr. Sutton's career includes human capital management and human resources experience in both government and private industry, ranging from insurance / investments to IT and mass communications. Mr. Sutton is an attorney by training with a background in employment law/policy, and human resources experience from both a strategic headquarters (corporate and military) level successfully engaging with senior level stakeholders ranging from General Officers and Congressional Staffers to Executive Level Business Unit leaders, as well as a tactical level addressing HR/HCM issues with front line level managers. Mr. Sutton currently supports a task responsible for providing civilian HR Management support to a client agency. Mr. Sutton reviews position descriptions and requests for personnel action as well as providing human resources consultation on relevant areas. Additionally, Mr. Sutton developed and implemented a searchable database which increased efficiency in completing client information requests. Mr. Sutton also re-wrote a chapter on Workforce Development and Performance for a manager's reference guide, as well as created and presented a training module on performance feedback. Mr. Sutton also created process improvements SOPs creating efficiencies in existing client HR processes. Previously, Mr. Sutton was responsible for preparing executive level strategic communications documents for the client as well as supporting ad hoc human capital related strategic matters affecting all client agency personnel. In furtherance of this task, Mr. Sutton drafted proposed testimony, developed a question bank, point paper, and metrics and performed data analysis in support of two high profile human capital initiatives. Mr. Sutton supported the creation of training modules for use by newly appointed employees of the client. Additionally, Mr. Sutton supported the client by creating input for and drafting the Onboarding and Instructional Guide as well as the Project Management Plan. Mr. Sutton supported the design, development, and strategic planning for a single service HR and management services provider for the client.. In this role, Mr. Sutton lent his HR expertise to defining the roles and responsibilities of the HR service provider, as well as strategic planning. Mr. Sutton also provided support to the project team including development of the management plan and timelines for the project's growth, collecting, organizing and condensing benchmarking and best practices data, drafting stakeholder interview protocols, competitor analyses, and a course of action decision paper. Additionally, Mr. Sutton was responsible for providing input into client ready "thought leadership" deliverables to include researching and compiling data, authoring content, editing verbiage and format based upon input and standards.

Mr. Sutton served as a Staff Advisor and internal consultant on a diverse spectrum of Army Human Resources management and organizational development functions for the Command. He advised internal clients on HR regulations and laws to ensure 100% compliance and created and conducted training modules for Command level employees. Additionally, Mr. Sutton applied a comprehensive knowledge of Army human resource management regulations and policies to advise on the full range of life cycle functions ranging from promotion and retention to separation, and assist management in accomplishing their human resource management mission. Mr. Sutton also acted as legislative liaison between the Army Reserve Command, the White House, Cabinet and Congress while addressing a wide range of HR and other issues pertaining to Army Reserve Soldiers. He also developed recommendations and alternative strategies which yielded aligned processes enabling more efficient workflow across the Command through the refinement of tracking and processing of actions.

Mr. Sutton managed projects intended to measure performance and manage talent across the corporate structure and was responsible for the management of project budgets, timelines, quality assurance, vendor relations, and deliverables. Mr. Sutton engaged senior level stakeholders (internal client – business unit leadership) concerning results, analysis and recommendations from employee attrition and engagement survey projects. He also managed multi-national teams to coordinate milestones and ensure quality deliverables within a companywide employee engagement initiative and proposed solutions used by business units to identify and address causes of employee attrition – salary/benefits, management improvement, and training opportunities. Mr. Sutton utilized PeopleSoft inputting and manipulating data as well as creating and running reports as required for project support. Mr. Sutton analyzed metrics and made recommendations to improve business processes to reduce attrition, he also developed HR strategies based upon that analysis, which if implemented, had a projected $2.1 million cost savings to the business

He was responsible for the management, stakeholder engagement, design and timely delivery of quality deliverables to IT Division management. Mr. Sutton created and presented an interactive end user training module for all division employees. Mr. Sutton performed job analysis for the IT division, during an SAP / ERP implementation, which defined job descriptions / performance and talent management standards and competencies. He also recommended initiatives to improve employee satisfaction, such as the use of flexible schedules and remote workspace.
